Issues and Reports
The issue of sanctions and their impacts on global security and stability
Head Chair
Han Seul Jeong
Grade 8
Honourable directors, fellow delegates, and most esteemed guests,
My name is Hanseul Jeong, a grade 8 student attending the United Nations International School, and I serve as the head chair for General Assembly 2.
I have been part of UNISMUN since March 2024, when I was in Grade 6. This is my 5th MUN conference and my 2nd as a chair. This will be my last March conference for MSMUN, and I am honoured to have the opportunity to chair this committee. As this is my 2nd conference, both serving as a head chair, I have gained more experience, understood what makes a good, supportive chair, and believe that I can support my co-chairs and delegates, and grow together as a committee, and inspire others to continue their MUN journey through their middle and high school years.
This year’s theme, "To what extent can international agreements effectively protect us against global threats?" is important to debate because of the increasing number of global threats, ranging from cyberattacks to geopolitical conflicts. Furthermore, the international agreements can decide on penalties for the global threats people commit, and based on how strong it is, it might increase or decrease the amount of global threats being made every year. Therefore, it is crucial for the delegates to debate about this topic in order to protect nations from these global threats by making international agreements, and to what extent they want to keep the international agreements.
The question GA2 will be debating on is: “The issue of sanctions and their impacts on global security and stability.” This question is responsible for recognizing how the sanctions impact global security and stability. This means that the penalties the citizens or the global threat occurring group will get and the degree of the sanctions will impact how secure and safe the world will be. Therefore, this topic should be discussed well during the conference, with delegates working together to come up with how strong the sanctions will be and how they will impact the global threats. I am looking forward to listening and looking at what the delegates debate about, their points, as well as the resolution they submit for this issue.
I am excited to serve as a head chair for this committee, making new friends and learning more about this topic, and with all of that, I hope this conference will be a memorable experience for everyone.
Deputy Chair
Soohyun Nam
Grade 7
Honourable directors, fellow delegates, and most esteemed guests,
My name is Soohyun Nam and I am a student in grade 7 in UNIS. For the UNISMUN April 2026 conference, I will be serving as a deputy chair for General Assembly 2.
I have been part of UNISMUN since November 2024 when I was in grade 6. This is my fourth conference, first time attending as a chair, and I am truly honoured to be in the position of deputy chair for the 2026 April conference.
The theme for the April 2026 conference will be "To what extent can international agreements effectively protect us against global threats?", meaning to establish norms and encourage countries to engage in cooperation to create international agreements to protect people as well as putting effort to resolve global threats. This includes environmental threats, technological disruptions, geopolitical and social risks, cybersecurity threats, and health and resource scarcity. It is important to debate about this topic because it is unfeasible and risky for a single country to handle this risk on their own and furthermore, the results of our own actions, global threats, are being shown currently in our life and are severely affecting us. Wars are happening, conflicts are increasing, technology insecurity is increasing, and the cost for living is driving up. There is a rapid increase in Ai-enabled attacks and cybercrime, with the rate doubling up to 11.36% within 5 years, and the temperature has exceeded 1.5 Co since 2024. Therefore, it is important for delegates to debate about this topic and see things in different perspectives by hearing each other's opinions and finding their way to the solution.
The debate topic for GA2’s this year conference is “The issue of sanctions and their impacts on global security and stability” This means the degree of the sanctions and what the limit of it will be, and how it will give impact to global security and stability, as well as to the citizens. It is important for delegates to debate about this topic because this relates to our own life. If we don’t find the appropriate limit of sanctions, it could lead to legal risks, such as unfair dismissal claims. In serious cases relating to intensive crimes, unfair decisions may lead to criminal prosecution and prison sentences.
I hope this conference could be an opportunity for the delegates to grow in terms of cooperation and leadership moments and will be looking forward to creative ideas and engaging discussions to happen across the conference. Thank you for your participation in the UNISMUN April 2026 conference.
Procedural Chair
Hoang Linh Le
Grade 7
Honorable directors, fellow chairs, delegates, and most esteemed guests.
My name is Hoang Linh Le, and I am a student in grade 7 from UNIS hanoi. I am truly honored to serve as the Procedural Chair for the General Assembly 2 in the upcoming UNISMUN April conference.
I have joined MUN since the UNISMUN November conference in 2024 when I was in grade 6 as a delegate and this will be my second time serving as a Chair and I also have attended 2 conferences as a Delegate. I was the Head Chair for the UNISMUN November conference which has given me more experience about MUN and how to be a good chair.
This year’s theme "To what extent can international agreements effectively protect us against global threats?" means how well can international agreements protect countries and people from getting in danger that can affect the world such as, wars, climate changes, and diseases. This topic is important to debate about because this is a real life problem. An example is the Paris agreement where countries have agreed to cut the greenhouse grass to reduce and slow down global warming. This can also reduce pollution and climate disasters like floods, rising sea levels and heat waves. In the GA2 committee, we should listen to everyone’s different and unique point of views from one topic and learn from others about things you haven't released or learned until then.
The debate topic for GA2 this year is “The issue of sanctions and their impacts on global security and stability” This means how punishing countries with sanctions can affect globally such as peace, sustainability, safety, and others. This topic is important to be debated in because this topic is happening in real life too. An example is the sanctions on Russia for invading Ukraine. Sanctions can weaken countries but after many sanctions to Russia, they are not stopping the war and choose to find peace yet. We can learn from this event that sanctions can weaken countries, but it may not affect strong countries much and it will take longer for them to give up.
For this year’s UNISMUN April conference, I want to use my experience from the last MUN conference and make it more fun while educating the delegates during the 2 days of conference. I also want to help all delegates with their speeches, resolution and debating and try to achieve a goal that I wanted to achieve from the last MUN conference as chair which was for all blocs to pass the approval panel in one go. I really hope that delegates who are new to MUN this conference and delegates who are experienced feel comfortable in this committee, GA2. I am very excited to hear all the delegates ideas and point of views in this one important topic we will be debating about.
To conclude, I am very eager to use my experience of being a delegate and chair in the past and make this conference a memorable, fun and educational experience for everyone. I am looking forward to seeing creative ideas, respectful debates, and strong teamwork from all delegates as we work together on this important issue.
Thank you honorable directors, fellow chairs, delegates, and most esteemed guests.
