Fellow Chairs, Distinguished Delegates, and Wonderful Guests & Directors,
My name is Maite Olivia Senff, and I am currently a Junior at the United Nations International School of Hanoi. The N2026 Conference marks my 7th MUN Conference, 4th UNISMUN Conference and my 3rd conference as chair. I am very eager to have the opportunity of chairing for the RHRC – a new committee to UNISMUN, and I hope to grant every delegate the best experience through this council as we examine the 2 topics:
The theme of N2026: To what extent can multilateralism remain effective in an increasingly divided world? stands out to me for its future-oriented approach. A multilateralist approach demands a level of transparency, dialogue and understanding between nation-states. Yet with the global political landscape shifting towards a neorealist approach, polarity and fragmentation is becoming an increasing challenge against traditional multilateralism. We can see an example of this in the UN SC, as divisions between Russia, China, and the West repeatedly positional international responses into a deadlock, inhibiting cohesive responses to global issues. Within the RHRC, the concept of polarisation is also especially evident in topic 1: with the divergence in nation-states’ responses to comprehensive sexuality education. The question then stands as to whether multilateralism, negotiation and dialogue is sufficient to breach these differences and reach common interests.
This brings me to the significance of the RHRC (Reform Human Rights Council) in our world today. The RHRC serves to address the core issues with the HRC’s structure including membership concerns, enforcement, and structural bias. The core goals of these committees remain the same: “to promote and protect human rights and fundamental freedoms around the world”. Debate within this council therefore calls upon delegates to develop resolutions which strike a careful balance between respecting the core tenants of the UDHR, while considering each nation-states' unique and strategic political interests.
The council will discuss 2 key topics: The question of implementing comprehensive sexuality education worldwide and the question of ratifying a 4th generation of human rights. The first will require delegates to ba
I encourage all delegates to be well-versed in the UDHR prior to this conference. It will be critical to know what treaties your delegation has ratified, and rejected, in order to build a strong understanding of your position.
I look forward to meeting all of you!

Greetings! Fellow Chairs, Distinguished Delegates, and Esteemed Guests,
I am sure my name is up there, but for those who do not know me yet, I am Nguyen Linh Giang, a Year 11 student at Nguyen Tat Thanh Lower and Upper Secondary School. The upcoming conference would mark my fourth year in MUN, with UNIS MUN N26 being my fourth conference and my first as a Chair. I will serve as the Deputy Chair of the Reformed Human Rights Council.
To me, MUN is not just an activity; it has given me plenty of food for thought, fuel for my curiosity, and inspiration beyond the conference room. It has been a hobby, an interest, and, most accurately, a lifestyle. I hope that, through the conference, that spark of passion will be passed on to the delegates.
The upcoming conference’s theme is: “To what extent can multilateralism remain effective in an increasingly divided world?” This topic is a timely reminder that international cooperation should not be taken for granted, and that it can be difficult to sustain when nations increasingly prioritise their own interests, even when global unity is needed most. The RHRC reflects this very tension: where the universal rights of humans meet the world’s diverse cultural and political landscape.
The Reformed Human Rights Council, a committee most crucial to the dignity and rights of the humans of the Earth, is once again brought to the forefront as international communities grapple with persistent human rights challenges and increasingly divergent national interests. There’s a fine line between the recognition of a right and the limits of its application, and I believe that sparks the debate that intermediate delegates or returnees may seek.
The debate on the question of implementing comprehensive sexuality education and ratifying a fourth generation of human rights will be the main focus throughout the sessions of the committee, and we encourage delegates to research extensively on their country’s stance, as they may find that their country approaches the implementation of human rights in ways that differ from prevailing international standards.
I look forward to meeting you all, and of course, recognising your placards and giving you the floor! And remember: “Carpe diem” — seize the day, seize the podium!
Linh Giang,
Deputy Chair of RHRC
Procedural Chair
Ian Dajer
Grade 9
Most esteemed directors, chairs, delegates, and guests,
My name is Ian Dajer, and I will be the Procedural Chair of the RHRC committee.
I have been a part of MUN since November 2024, and this is my 5th conference with MUN and my 3rd as a chair. I am honored to have this opportunity for my first conference in High School. I hope I will be able to continue my MUN journey through the remainder of high school.
This year’s theme is: “To what extent can multilateralism remain effective in an increasingly divided world?” As many countries are becoming more independent and powerful, it is incredibly important that we still find ways to create agreements and work together even though our world is becoming increasingly divided. In order to work together to solve global issues, it is crucial to maintain cooperation even when the playing field of global politics becomes complicated
The committee I will be chairing is the RHRC. This committee is responsible for strengthening the promotion and protection of human rights around the world. This committee is crucial to protecting people around the world, as it holds government bodies accountable for protecting their citizens. The RHRC is a good place for intermediate delegates to improve their skills and for newer delegates who are looking for a challenge.
This year, we will be debating two topics: the question of implementing comprehensive sexuality education worldwide, and the question of ratifying a 4th generation of human rights. I think that these topics will be a great introduction for delegates in this committee for the first time, and still provide a manageable challenge for experienced delegates returning to RHRC. I am looking forward to overseeing the debates in RHRC, as I find this topic extremely intriguing, and I am excited to hear delegates debate about this topic.
I am eager to take on the role of Procedural Chair in my second conference of the 26-27 school year, improve my debating skills, make new friends, and hope for many fruitful and insightful debates to come.
Ian Dajer.
